A Government crackdown on benefits will hit more than 30,000 claimants acorss Hampshire, it has been revealed.

From October next year individuals applying for incapacity benefits will be asked to undertake a new test to establish what they are capable of doing, rather than simply having their disabilities measured, Work and Pensions Secretary Peter Hain said yesterday.

The new regime, which will initially cover only new claimants, will eventually be imposed on all those receiving incapacity support.

As of May this year there were more than 30,000 such people in south west Hampshire - including nearly 10,000 in Southampton.

The harder test will assess claimants' abilities to perform certain work-related tasks, such as using a computer keyboard and mouse.

Current tests on walking unaided and climbing steps will be scrapped.

Those deemed unable to work will be entitled to the new Employment and Support Allowance, while those considered to have some capacity to work will be required to show they are making efforts to find employment, or lose payments.

Why do the press always try to make out those on benefits are all scroungers.

I have a bad back that stops me working - if this is taken away I will not be able to live off jobseekers allowance etc. alone and will be forced to take a low paid menial job and will be far worse off than I am now.

Unfortunately like many of this government's declarations it will do nothing at all to reduce the money wasted because the new rules don't apply to existing claimants. The rules should be applied to all who currently receive unemployment and disability benefits.

Fair enough theres a percentage of people who consistantly bunk work, but we've all done it at some point.

In any civilised society we should strive to identify ways of allowing all members of that society to contribute and gain a feeling of worth.
It simply is not good enough that we dole out funds to members of that society in exchange for a meaningless life.
The savings made could be in part used to expand the great work of Remploy who, it has been reported are stuggling for funds. For years they have supported truly incapable members of our society and given them a feeling of worth.

The government have tried this before and it doesn't work.
What will happen is that the people who are feining illness to claim benefits will continue to do so and a large number of vulnerable people, the very people that the welfare state was set up to help, will be forced into Job Centres across the country. The Job Centres will be unable to find work for people who are clearly not fit to work and a whole new vicious cycle will commence, resulting in more misery and hardship for people who already face it every day.
I appreciate the strong feelings regarding people who claim incap, but the solution lies with the GPs who are happy to sign sicknotes for people who clearly have nothing wrong with them, not with harrassing vulnerable people. Attacking the weak is an easy way to save money in the short term- but it will only cause more problems in the long run.

Can I just second this. Remploy do a great job!! As do the Expert Patient Programme- both of these organisations do a lot of positive work towards helping people with illnesses and injuries find self-worth and often employment.

There are so many unskilled tasks crying out to be done, which our cash strapped councils, goverment. hospitals etc are unable to afford, which could be done by these people in return for their weekly benefit. Such as picking up litter & leaves(stick provided to minimise bending).
I am sure there are also many other suitable tasks that could be done without putting others out of work.
It is important that people retain their integrity & are not just "pensioned off" as redundant to useful society. The maxim should be "no work - no pay".

It would cheer everybody up if mobility scooters could be made to look like giant Tonka Toys such as Thomas the Tank Engine or Postman Pat's van, with the appropriate music playing out of them. Really sweaty fatties could have pretend steamrollers or cheeseburgers to ride on.
At least we'd find out who really needed them.

Two points:-

"However, the government says each Remploy job involves a £20,000-a-year subsidy from the taxpayer, which they believe is unsustainable." - source BBC/Government.

Remploy did point out earlier this year (I think on Newsnight) that the disabled had greater expectations these days and more wanted to be integrated into mainstream employment.

Surely it would be better to provide grants to employers to take Remploy employees off of their hands and into that mainstream employment whereever possible?

At the risk of writing something constructive here goes:
The new proposed benefit will only apply to fresh claims. Those already in receipt (some of which have been on Incapacity Benefit for a lifetime) will be quite safe and able to carry on their work free lifestyle without hinderance. Those who actually DO want to work will be able to volunteer for the new schemes.
Incidentally Disablilty Living Allowance is the benefit that needs a good shakeup. Imagine being able to describe your own symptoms on the claim form like a dodgy knee which are just accepted at face value , get paid much more than those on Incapacity benefits with a free disbled car thrown in for life. With no disrespect to those genuinely disabled, any sponger can jump on this bandwagon, and once they do it's a b*gger to get them off it, even when they have been found to be doing work that conflicts with their description of their disability.

The phrase "will be required to show they are making efforts to find employment" worries me. It's all too easy to appear to be looking for work and not actually bother, and all too easy to even get interviews and screw them up. Not sure what the solution is, though, to be honest

Why is it so hard to get them off the scheme if they're found to be doing the work they claim their disability prevents them from doing? That shouldn't be the case, but quite clearly it is, so what's the loophole that's exploited?

I agree with the comments about the doctors, they need to take more responsibility.

Unfortunately we live in a world of litigation and PC correctness gone wrong, no doubt if a doctor refuses to sign someone off work then they will be struck of the medical register or some such rubbish.

The statistics quoted by BBC were 250,000 people unable to work and claiming because of depression - it's depressing hearing that kind of stuff, never mind the 50 claiming because of acne!!!! What a joke...

Not everyone that is on benefits are scrounging, i clain Income support and with 2 kids being a single mum i get £90 a week, i dont have a luxurious lifestyle, ive had one night out in 3yrs! and dont buy new clothes for myself. BUT i have worked, i worked as a staff nurse, until a breakdown a couple of years back, which after i suffered from panic attacks and still do! the thought of being around other people scares the living daylights out of me, going back in2 nursing isnt possible, working far from home scares me, i dont like or cant be far away or i start panicking, just as i did in Sainsburys earlier when it seemed everyone was there and it was crowded. I was told by my psychiatrist to claim incapacity benefit buti havnt and yes i wud get more money, but i have some pride left, ims till taking anti depressants and starting new drugsin a few weeks, its an ongoing nightmare, depression when some1 has it, isnt to be laughed at or passed over for some naff illness, its terrifying, and horrible, and bl**dy hard to shake, even when u try! So please dont judge us all the same, i certainly wish i cud go back to havng a career, having a life and having money,i hate my life, but its not easy moving on.

I’m currently on incapacity due to a number of serious illnesses. If the government can find me an employer who allows me to take months of work for operations and other treatment at less than a day notice then I’ll be happy to go to work. However all my other employers are unable to accommodate someone who constantly “lets the team down.” If the day ever comes when I’m better and can go back to work then it’ll give me so much satisfaction to stop the benefit. I agree that Britain hands everything on a plate to people and there are many people who are on sickness benefits and should not be. However please, please remember us genuine people who hate being on incapacity benefit but who have no choice and who will stop it the moment they are able to go back to work.

I think it’s about time the government started looking at all these bloody ‘single mums’ who keep pumping out kids (it never amazes me how SINGLE mum’s can have so many babies! Artificial insemination maybe?) If you’re single practice safe sex or better still stop having casual relationships which result in kids. Us tax payers shouldn’t be expected to pay for you to sit at home bringing you kids up. I’m married and no one bloody pays my rent and bills while I stay at home and look after my children! P.S I’m not talking about all single mums – juts the ones who pump out a child by a different father each year!

I personally know someone that did not work for 20 years because his wife was suicidal, she works and he has now retired.

It is certainly time something was done.I wonder how it's possible for someone to claim benifets for years when they are able to go fishing, play cards, lay floors,read, do endless crosswords, go on cruises, holidays abroad etc. They have a free disability car, which I understood one was only entitled to if they were on the higher personal care plan, this person needs no help with his personal care,how come he can get away with it for so long? Oh he does use a walking stick when he goes to the doctor or to collect his new disabled badge!!!!

Where do i start with this topic, as this is something that i go on about most of the time. Really can't help it when you witness and hear it going on in your face mostly on a daily basis. Firstly i would like to say that there are alot of geniue people out there that do have real health issues. Me and my husband don't have a problem with our taxes going to these people. But then again theres the other side of the coin and there are a good many unfortunately do milk it and are onto a good thing and well they know it.

I usually say to my hubby that these sort are almost living the lives of someone who has just won the lottery. The most recent trick a lot of them seem to use if they have children is to say their children have some kind of behaviour problem and even getting the child to play up to it. The next thing you know they are then racking in an extra £400 a month on top of already having there bills paid for. They always seem to have enough money to smoke, buy alchol and what ever other substances they choose to purchase.

Also if ever you go into their homes they usually have all the latest new furniture, plasma TV's the kids have all the expensive trendy toys, also a reasonable condition car to ride around in. In the summer they can be found sun-bathing in their gardens or off at the beach whist the rest of us are shut away working to pay for their life-styles.

These single mother's know exactly what their getting theirselves into fair enough everyone is intitalled to make a mistake but most of them are not mistakes it's actually what they choose to do. Some even think about getting theirselves pregnant from the minute they leave school, they can't see beyond that. To me there's no excuse for having half a dozens kids by all different fathers no wonder the world is in the mess it's in. This is one of the many reasons why i will not be voting anymore in any election.

I'm sure i speak for a lot of other people with what i have put, and some it will offend but i'm afraid i'm only speaking the truth. There's many more examples i could say but i would need a whole page to myself.

Totally agree with you Jenny Desmet i take it you have them living around you too. Well i suppose you are in one of the right areas, just go up the road from you in Shirley high street on any day of the week. It speaks for itself lucky they got the time and money to shop with half a dozen kids hanging from them Wonder what their kids future will be i dread to think, when you look and hear some of the mothers and what comes out their mouths.I rest my case.......

Lots of sensible comments and posts on here. Just want to add that Peter Hain is very good at trying to scoop up kudos and votes by "getting tough" yet when you read the small print, once again he's revealed as spineless and inept, as befits a man who's only career has been politics right from his days as a Liberal Student Union official right up to the present. He knows everything about talk, and spin and nothing at all about actually making things happen. yet there he is - effectively a chief executive of a massive organisation, and he hasn;t got the wit, the experience or the courage to take on an existing problem and solve it, only make statements that in reality will make no difference at all. I hope his limitations and devious political game playing masquerading as competent governance is found out at the next election.
