SOUTHAMPTON'S Tory transport supremo has finally won his battle to start clamping and towing away thousands of illegally parked cars.
Councillor Gavin Dick approved the policy to improve traffic flow, reduce safety hazards and send out a message that those who refuse to pay penalty charges will be dealt with.
"This is good news for the city. It will speed up the flow of traffic and penalise others who are impeding the flow of traffic."
Councillor Gavin Dick
A firm will now be sought to tow away 3,500 cars a year - up to a dozen a day - for causing a danger or obstruction to traffic flows, for being illegally parked or for having three unpaid tickets.
Clamping - or as the council puts it "immobilisation" - will be used on vehicles found in car parks and street parking bays with three unpaid tickets.
Cars causing an obstruction but displaying valid disabled badges will be re-moved (unclamped) to a nearby road and the police notified.
Cllr Dick's proposals survived intact after opposition councillors, who had raised concerns about a lack of consultation, picked over the details.
The council also sent out 245 letters asking for comments, but received only 12 replies.
Approving the scheme, the Cabinet member for transport said: "This is a good news story for the city. It will speed up the flow of traffic and penalise others who are impeding the flow of traffic."
Cllr Dick said the scheme was not intended to raise revenue, and that any profits would be ploughed back into road and car park improvements.
If caught by the new rules motorists who have their cars towed will have to pay £105, plus £12 a day storage charges, for them to be released from a compound.
Motorists whose cars are clamped will have to pay £75 for the release of their vehicles. The charges are in addition to the £30 parking ticket.
Neighbouring councils have been invited to join the scheme.

All well & good for most but the council need to sort out on street parking in residential areas first. The council in conjunction with a building firm have just errected 20 plus flats near to where i live &after six o`clock in the evening you would`nt find a space to park for love nor money so most people park where they can which is where problems start.A cul-de-sac close by has turned into a car park where there is no on street parking left.Surely they think of parking when these new flats are being planned so why don`t the council listen to local residents concerns?Just a money making exercise for there x-mas pis*-up again

I got a ticket when parked outside of my own flat - the parking "professionals" only come round when there's a football match on. And book residents. Brandishing their precious tickets. SCC - take take take.

Residents can apply for a parking permit (free of charge for the first car) and a supply of visitors' permits for use when there are matches etc taking place. Parking is permitted for up to one hour during these periods for people who do not have a permit. This scheme was brought in when St Marys opened to stop fans parking in residential areas. When used properly, it works well. The restrictions are only in force for a set amount of hours around the time of the matches. The problem is made worse by the amount of houses being turned into flats in the area without any parking spaces.

If you did and still got a ticket then you should appeal. If you didn't dispaly your resident sign.. how else are parking attendants going to tell whose a resident and whose not?

Another stunningly stupid decision from a bunch of clueless muppets.Anyone who is unemployable can become a councillor and this is the end result....23 million cars and 15 million parking spaces...and then punish the people for illegal parking. The entire council should be hung for not providing services that the population require and want. This is what makes some many people rage and causes enormous stress.I cannot remember the last time i was held up by a car causing an obstruction but the stress caused by (Gorilla)clampers makes this country a terrible place to live in.I used to invite parking wardens into my shop for a coffee but the days of a civilised society where you could talk ,encourage and negotiate have been replaced by fools who employ money grabbing half-wits.This is a tragic decision that has got though by default and will take along time to redress.Mr Dick should hyphenate his name and we all know what it would be.I expect he's had it all his short life !!

I live in a cul-de-sac where there are more cars than houses - and it is like musocal parking spaces when one becomes available,. We have at the moment 2 cars that don't belong to anyone living in our road. One isn't even southampton. This car also is NOT displaying tax - the police have passed this to So'ton council who say as the car is taxed they won't touch it. This car has not moved for 6 months! The other car belongs to someone in southampton -not local and it has been there for 3 months - neither the police/council are doing anything about these cars. Especially when there limited spaces. We have continually had to put up with business/customers from the shops on the High Street, parking all day, in our road. No one seems to respect that people who live in thee small roads should be able to expect to park in the same road!

Whilst we probably do not agree with all the zones where clamping can occur, I think that focus will be on the places where cars can actually cause an issue rather than a residential street that does not act as a primary route somewhere. And as a final comment, pathetic personal attack on a mans surname is a good sign that you have nothing significant to say. say something constructive and not just "rage" and have a go at someones name.

In terms of the council only using this as a money making scheme, I don't see why that's a problem. It wont have anything but a positive affect on people who abide by the rules - the roads will be clearer and more money will be ploughed into improving them. It won't hurt people to be penalised for breaking the law! Too many people expect to get away things now a days!
