Raft of measures to tackle £9.6m cash crisis

COUNCIL bosses have approved plans for a new army of wardens – dubbed Stormtroopers – to patrol Southampton’s streets.

It is one of a raft of measures in a £1.5m savings plan, including 31 job cuts, to help fill a predicted £9.6m budget shortfall next year.

The new 55-strong hit squad will be given powers to fine litter louts and dog foulers and to seize booze from underage drinkers.

The so-called “multi-purpose civil enforcement officers” will also be able to hand out parking tickets and deal with environmental crime and low level anti-social behaviour.

Traffic wardens, waste enforcement and building control officers will all be given extra powers to create the new single uniformed City Patrol service, described as “Stormtroopers” by opposition Lib Dem Councillor John Slade.

However, under the proposals nine of the existing 14 patrol officers – who were last month given new uniforms and stab vests – will be made redundant.

The new city patrol force could be introduced by the end of this year but one traffic warden, who wished to remain anonymous, has criticised the plans.

He said: “We as a service will impose fines on vehicles contravening traffic regulations. We do not want to get into face-to-face confrontations with people.

“We did not envisage getting into stab vests and issuing fines for dog fouling. Personally I think it will make the job more stressful and dangerous.”

Unveiling the ruling Conservatives’ mini budget, finance boss councillor Jeremy Moulton, said the city council was in “a dire financial position” caused by the recession and a lack of central Government funding.

He said: “This report is a first step to deliver our savings to meet the funding gap. We do face some tough decisions but we are focused on protecting vulnerable residents and vital services.”

Other cutbacks in the £1.5m a year savings plan include a proposal to introduce a new computerised system on dustcarts to help build a profile of the city’s rubbish habits. The new system will even show which households do not leave out their bins. The system is predicted to save £30,000 next year by making refuse collection more efficient.

Under the other savings plans two park rangers and a tree officer will be fired, developers will be charged for help with planning applications, play area inspections will be cut back, and courts summons for council tax non-payment will go up by £10 to £70.

They can't be serious about cutting back on play area inspections. I know they are Tories but it is more than mean even for the party of Thatcher the milk snatcher.

Play areas will become unsafe, kids will end in the streets and bingo, the storm troopers will start their money minting exercise.

By the way, what colour shirts for these money machines Tories have in mind? Will they be black or brown?

In my opinion this is yet more proof that the council manadrins are out of touch with peoples needs...

If the council and police spent less time aggrevating motorists, got rid of the over blown ROMANCE traffic management system and stopped community police wandering about in pairs and sitting about in parks, they would have more than enough money for the police to do this with resources they already have surely?!

We all desperately need rid of the policy makers in the Civic Centre, we simply can't afford them!

Jeremy Moulton always blames everybody else except this council's mismanagement of funds. Most of the councillors do nothing. Why does each area need three councillors who do absolutely nothing. It is time to have an elected mayor who works for the people of Southampon and restore order.

For goodness sake, who is running this outfit - it does not matter whether you are Labour, Conservative, Lib Dems - you are all over the place - I suspect you are all looking over your shoulder, wondering who is looking at YOU. If you are cutting back, then CUT BACK, but first take into consideration the law and order of this City, don't worry about the holes in the road, dont think about selling off our silver and paintings - we need safety, and really important things at the moment - get the crooks, thieves, druggies out of the way - get rid of the payouts of expensive Councillors - for goodness sake lets get back to law and order. We will be lost without it.

Couldn't agreee more about Moulton.

If the council are serious about needing to save money, why do they waste so much of it.

Maybe the Echo should try looking into the costs incurred by the Capita deal?

Or maybe how much money was lost in the Social Care billing fiasco a couple of years ago, which led to invoicing, including invoicing for residential care being suspended for 18 months.

Anyone up for an FOI request?

Agree with others comments on Jeremy Moulton and the Council. Blame external events that are supposedly out of control, to do things they wanted to do anyway - cuts cuts and more cuts.
