PORTSMOUTH will not be bidding to be a host city for the 2018 World Cup - but it may still be too late for Southampton to join the race.
After hours of debate, Portsmouth councillors took the decision to not bid for host status as the council would have to stump up £24m.
Only 13 councillors voted in favour, 24 against with one abstaining.
Saints' chairman Nicola Cortese has expressed his desire for Southampton to be a host city should England host the 2018 or 2022 World Cups.
The city would be well placed to meet all the requirements, with St Mary's Stadium designed to be expanded to a maximum capacity of 55,000.
However, Marcus Liebherr's takeover of the club was not completed long before the deadline for applications to the FA from interested cities.
This did not give the club or Southampton City Council time to launch a bid and it may now be too late - despite the strength of any bid compared to other cities in the South of England.
During last night's debate at Portsmouth Guildhall, the council leader, Gerald Vernon-Jackson, said: “If we say no then we are saying to people that we don’t care about jobs and the people in this city. It makes me feel sick.
Councillors feared the consequences of the FIFA contract, which says once a local authority has committed by bidding, there is no escape if there are financial troubles.
Tory Cllr Donna Jones, opposing the bid, had strong words. “I felt very bad today that the FA has allowed FIFA to bend us over and spank us hard,” she said.
The authority would need to spend £6m on temporary seating for Fratton Park to meet the required 45,000 capacity - assuming the ground was expanded by Portsmouth Football Club to around 30,000 in the first place.
The authority would also need to find a further £3m to stage fan festivals across the city and £2m for promotion and 'city dressing'.
Cllr Mike Hancock opposed the bid as he thought it was a waste of taxpayers’ money and said that it could be spent more effectively in impoverished parts of Portsmouth. “There is nothing right about being cavalier with other peoples’ money,” he said.
The decision came on the same day as Portsmouth Football Club sacked manager Paul Hart, with the team rooted to the bottom of the Premier League with just seven points.

Neither Portsmouth nor Southampton could be a World Cup venue without the help and co-operation of other cities.
Countries would need their own hotel accommodation, not sharing.
Their own training facilities, not sharing and there would not be enough hotels in any one city to cope with the visitors both from home and from abroad.
When the Government and Lottery can pour so much cash into the Olympics, the question has to be asked why they are not doing the same for the World Cup.
The Olympics are no longer restricted to amateur sportsmen, so that excuse cannot be used and the tv audience for the world cup would be bigger than that for the olympics!
One is the sport of toffs and the other the working man's sport!

I can't see a problem with Southampton being a host city for the World Cup as long as the entire cost was met by the Football Association and through the ticket prices. Why should Council Tax payers with no interest in it be lumbered with a massive bill? London taxpayers are in debt for years with the rocketing cost of the Olympic Games. How many would want that fiasco if the choice was offered today?

In short, Pompey would be a great place to visit for those comming to Southampton for the World Cup, whensover the FA manage to attract it here. Further, there's nothing much wrong with Southampton some professional publicity couldn't fix - the medieval walls are two-thirds extant, and we've three magnificent gateways, which is more than the rest of the medieval towns in this country can put together. And, as mentioned above, it's green, friendly and has lots of other things going for it. All we lack is the application of imagination and gumption by the City Council and the local media. It would make a world of difference.

That the City has good airport, rail, and road links.

As far as hotels is concerned, again Southampton is not that small and when you take all surrounding areas there would be no problem hosting players and fans from different countries. Its not as if England is so big that a neighbouring town or city is thousands of miles away!! In response to the question "why should the council pay?", because the city will benefit MASSIVELY in terms of increased tourism and trade during the world cup which all adds to the revenue they would get back as a result. Aswell as the increased status and improvement to the city that will benefit EVERYONE here. All the many thousands of visitors will need to eat places, stay somewhere, do a bit of shopping in our humungous shopping mall and generally pump millions into our economy. As you would appreciate, there are training grounds and there are training grounds. The facilities that Saints have at Marchwood are first class, but those that Pompey use in Stoneham Lane are not, and unless there has been a massive input of cash into the Sports Centre, they are not either. Come the World Cup, all being well, Pompey's planned training ground and facilities would be up and running.
Reading's facilities would also be available as would Brighton's. Four separate facilities, that would be rented for the period of use and all within a reasonable distance.
Although Southampton has first class hotels, teams would not want to be in the same hotel, and probably not in the same town or city, so they also would be spread around, attracting money into that area. Likewise their fans from abroad and those living in this country.
I am disgusted that Portsmouth City Council appear to have made not contact with Southampton, Reading or Brighton Councils to discuss how this bid to host World Cup matches could be shared amongst us, for the benefit of us all.
An ideal opportunity to bring into our respective areas appears to have been lost dut to the apathy of Portsmouth City Council.
It would appear that a £20m bond had to be put in place. A lot of cash for one city!
However, if Portsmouth were to have the actual matches played there, why not Portsmouth City Council put up £8m with Southampton, Reading and Brighton putting up £4m each?
There may have been some haggling, but it would have been a starting point, rather than just quit! Apparently they have already spent £250,000 and now have nothing to show for it except some posters and redundant T shirts!
As you rightly say, the money would be recouped by tourists, with Southampton possibly having a cruise ship in for the occasion!
Unfortunately, it would appear that the time for bids to be a host has long since past, so unless there is a dramatic change in the rules, Southampton cannot enter a bid, and thanks to the incompetence of Portsmouth City Council, any cash that would have been made by the respective cities will now be spent elsewhere!
It is always the football fans that lose out!

And, as mentioned above, it's green, friendly and has lots of other things going for it. All we lack is the application of imagination and gumption by the City Council and the local media. It would make a world of difference.

Unfortunately, it would appear that the time for bids to be a host has long since past, so unless there is a dramatic change in the rules, Southampton cannot enter a bid, and thanks to the incompetence of Portsmouth City Council, any cash that would have been made by the respective cities will now be spent elsewhere!
