Romsey's MP Sandra Gidley made a "serious misjudgement" when she accepted £18,751 from the new landlords of her taxpayer-funded London flat in return for giving up her tenancy.
The Committee on Standards and Privileges ruled that Mrs Gidley "breached the Code of Conduct by putting her personal interest before the public interest".
"We recommend that Mrs Gidley should pay to the House one quarter of the entire amount she received from the new owners of Dolphin Square," says the committee's report, published today.
In addition the report recommended that Mrs Gidley apologise in writing to the House within seven days.
Commenting on the report Mrs Gidley said: "I am pleased that the Commissioner has finally published his report, welcome his clarification and I am happy to accept his findings."
